The pace of industrial process was slow in England because:

a. There was huge supply of human labour in Britain, the industrialists hired them at low cost and were apprehensive of using and introducing machines which required huge investment. 
b. In many industries the demand for labour was seasonal in nature , for example gas works, breweries therefor industrialists preferred manual labour employing them in a particular season.
c. New industries could not replace traditional old industries in England. For example textile industries,which developed slowly.
d. Small and gradual innovations formed the basis of growth of other industries like food processing, furniture,glass work.
e. Still the upper section of the English society, the aristocrats preferred hand made goods than machine made which was symbolic of their status and superiority.
f. Technological changes occurred slowly, the new machinery often broke and demanded high repair and maintenance. It was not as effective as their inventors and manufacturers claimed. We may give example of steam engine as improvised by James Watt , did not have buyers for years​.

Technological revolutions occurred very slowly.

Moreover, Technology did not scatter ultimately crossed the industrial panorama because new technology was expensive and exporters and industrialist were alerted about adopting it.

The machine was expensive and was not as powerful as it broke down often and the price of the repair was high.

Most influential new technology which intensified the productivity of labor was not readily affirmed by an industrialist in the 19th century.
