constantly moved.
The hot spot was fixed in the Pacific plate,
while the plate was moving over the hot spot. Because of this, the Hawaiian island were formed.

Hot spots are stationary while the plates (Pacific and tectonic) continuously moves. As hot spots are fixed with Pacific plate.
And this plates moves with hot spots, which results in a hot spot and Pacific plate interact to form the Hawaiian Islands.
