let the length be x cm
then breadth=( x/3+3) cm
perimeter= 2( l+b)= 2( x+ x/3+3)= 2((4x+9)/3)
=> (4x+9)/3= 46/2
=> (4x+9)/3= 23
=>4x+9= 69
=>4x= 60
=>x= 15
so,l= 15 cm
b= 8 cm
