Let the other two sides be a and b.

a+b+25=60
a+b=35
a=35-b

in a right triangle we know that

${h}^{2} = {a}^{2} + {b}^{2}$
${25}^{2} = {(35 - b)}^{2} + {b}^{2}$
$625 = 1225 + {b}^{2} - 70b + {b}^{2}$
$2 {b}^{2} - 70b + 600 = 0 \\ {b }^{2} - 35b + 300 = 0 \\ {b }^{2} - 20b - 15b + 300 = 0$
therefore b=20 or 15
