The fixed charges are Rs.20   for first 2 hours

and the variable charges are Rs.10 for each subsequent hour.

If x is number of hours.

then for 2 hours payment is Rs.20  

and remaining (x - 2)  hours will be charged at Rs.10 per hour

so equation becomes

y = 10*(x -2) + 20

For 7 hours,  x = 7

y = 10*(7 - 2) + 20

= 10*5 + 20

= 50+20

= Rs.70
