given \:  \: perimeter = 13 \\ width =  \frac{23}{4}  \\  \\ so \\   \:  \: \: perimeter = 2(l + b) \\ 13 = 2(l  + \frac{23}{4} ) \\or \:  2(l  + \frac{23}{4} ) = 13 \\  \\ 2l +  \frac{23}{2}  = 13 \\ 2l = 13 -  \frac{23}{2}  \\ 2l =  \frac{26 - 23}{2}  \\ 2l =  \frac{3}{2} \\  l =  \frac{3}{2 \times 2}  \\ l =  \frac{3}{4}
