Given that,

perimeter = 2(l+b) = 82m

  Area = 400{m}^{2}

according to question,

2(l+b) = 82 ...............eq( i )

l*b = 400

l = 400/b ..................eq( ii )

on putting the value of leq( i ), we get,

2(l+b) = 82

2[(400/b)+b]=82

On solving this equality, we get an equation

b^2 - 41b + 400= 0

(b+16)(b+25)=0

so b = 16 or 25

Thus, breadth being smaller 16m is the answer .

P=2(l+b)
A=side*side
400=20*20m

So 82=2(20+b)
82=40+2b
2b=82-40
2b=42
B=42/2
21m is the breadth
