All decisions needed to be taken unanimously is the major obstacle to SAARCs progress.
The charter of SAARC says “decisions at all levels shall be taken on the basis of unanimity." But it has been proven hard for member states to come to a unanimous agreement on vital issues and thus hindered the progress of the organisation.
