FIRST TAKE OUT THE DIFFERENCE BETWEEN 25000 AND 24500
25000-24500=500

SO 500 TOTAL POPULATION DECREASED IS 500

PERCENTAGE =

THE DECREASED PERCENTAGE IS 2%
