then

y + (6% of y) = 15900

y + 6y/100 = 15900

100y/100 + 6y/100 = 15900

100y + 6y / 100 = 15900

106y /100 = 15900

106y = 15900 x 100

106y = 1590000

y = 1590000 / 106

y = 15000

Hence the population one year before was 15000.
