Change in % = ( 205445 - 98152 / 205445 + 98152 ) * 100 = 35.34%.
Population in 2013 = 216165
Change in population = 216165 - 103804
Change in % = ( 216165 - 103804 / 216165 + 103804 ) * 100 = 35.11%.
Change in migration of people in the year = 35.11% - 35.34% = 0.23 % decrease
