population at present = 25000

growth rate at first year = 4%

population at the end of first year = 25000 + 4% of 25000

                                                        = 25000 + 1000

                                                        = 26000

growth rate at second year = 5%

population at the end of second year = 26000 + 5% of 26000

                                                               = 26000 + 1300

                                                               = 27300

growth rate at the end of third year = 27300 + 8% of 27300

                                                           = 27300 + 2184

                                                           = 29484

therefore population after 3 years is 29484.
