The Prime Minister of India cannot participate in voting on a no-confidence motion against his / her government if he / she is a member of Rajya Sabha.

If the Prime Minister is a member of Rajya Sabha, he or she can participate in procedures of both Houses.

But he or she cannot vote only in Rajya Sabha.

It is to be noted here that Vote of No Confidence can be moved only in Lok Sabha so the Prime Minister will not vote in it.
