Hey dear, thank you for asking this question. Let me help you, in the age of Buddha that is sixth BC the transformation happened that is from territorial
states to empires. 

What really happened was that from the sixth BC onwards there was an expanding utilization of iron in eastern and western Bihar made the condition for the transformation of territorial states to empires. 

What happened next was that iron was used to made agricultural tools that helped labor to get empowered a lot. The large state was raised by the improvements in all fields and this is the main reason for transformation.
