Let the radius of one circle be r₁
Radius of second circle = r₂
ATQ,  r₁/r₂ = 2/3

So, ratio of their circumference = 2πr₁/2πr₂
=  \frac{2 \pi 2}{2 \pi 3}  =  \frac{2}{3}

Hence, the ratio of circumference = 2:3
