Let the common ratio between the two diameters be x.

Diameter of one circle=3x

Diameter of another circle=7x

Radius of one circle=3x/2

Radius of another circle=7x/2

We know that-

Circumference of a circle= 2×pi×r

Circumference of one circle= 2×22/7×3x/2

Circumference of another circle=2×22/7×7x/2

Ratio of both= 2×22/7×3x/2÷2×22/7×7x/2

=3:7
