Let the radius be 2x and height be 3x.

Volume = (22/7) r²h = 12936

       (22/7) (2x)² (3x) = 12936

      (22/7)*(4x)² *(3x) = 12936

             (22/7)*(12x³) = 12936

                    (264x³) = 12936*7

                            x³ = 343

                              x = 7

Radius = 2x = 2*7 = 14cm

Height = 3x = 3*7 = 21cm

Total Surface Area = 2*(22/7)r * (r+h)

                               = 2*(22/7)*14 * (14+21)

                               = 88*35

                               = 3080cm²

Hope it helps you.....
