volume \: of \: cylinder = \pi {r}^{2} h \\  \frac{volume \: of \: one \: cylinder}{volume \: of \: other \: cylinder}  =  \frac{\pi \:  \times  {2}^{2} \times 5  }{\pi \times  {3}^{2}  \times 3}  \\  =  \frac{20\pi}{27\pi}  =  \frac{20}{27}
