assume that radius of first sphere is R
and radius of second sphere is r

acc to question

volume of first sphere              4 \pi R^{3} /3
---------------------------------  =    -------------------------------------------
volume of second sphere        4 \pi r^{3} /3

27/8= R^{3} / r^{3}

R/r=3/2

now

surface area of first sphere                 4 \pi  R^{2}
-----------------------------------             =  ------------------------------------------
surface area of second sphere           4 \pi  r^{2}

surface area of first sphere                  R^{2}
-----------------------------------             =  -----------------------
surface area of second sphere            r^{2}

surface area of first sphere                  3^{2}
-----------------------------------             =  -----------------------
surface area of second sphere            2^{2}

surface area of first sphere                 9
-----------------------------------             =  ----------
surface area of second sphere           4
