When the refractive index of medium compared to other medium, We call it as relative refractive index.

 _{1}n  _{2} =  \dfrac{n_{2} }{n _{1}}

In other words, Refractive index of medium 2 relative to medium 1 can be given as, ratio of refractive index of medium 2 to medium 1.

Given, The ray if light are entering from glass into glycerine . If the absolute refractive indices of glass and glycerine are 1.5 and 1.47 respectively

n_{glycerine} = 1. 47  \\ n_{glass} = 1. 5

Now,

Refractive index of glycerine relative to glass

 = \dfrac {n_{glycerine} }{n_{glass} } \\   \\ =  \frac{1.47}{1.5}  \\  \\  = 0.98

Therefore, Refractive index of glycerine related to glass is 0.98.
