We know that, if n is the refractive index of medium 2 w.r.t to the medium 1 and a ray of light is passing from medium 1 to medium 2 then

Where i is the angle of incidence and r is the angle of refraction

Putting the values

0.9=\frac{\sin 26^\circ48'}{\sin r}

\implies 0.9=\frac{0.45}{\sin r}

\implies \sin r=\frac{0.45}{0.9}

\implies \sin r=\frac{1}{2}

\implies \sin r=\sin 30^\circ

\implies r=30^\circ

Therefore, the angle of refraction at the surface is 30°
