The reciprocal of a negative rational number is always a negative rational number.

for example: reciprocal of -5 =  \frac{1}{-5} , here -5 is a rational number.

                    similarly, reciprocal of \frac{-3}{8}  = \frac{8}{-3}.

so it is clear that The reciprocal of a negative rational number  is always a negative rational number.
