Refractive index 1.5 of a medium means: Velocity of light in the medium is (1/1.5)c, where c is velocity of light in vacuum. If a light Ray is incident at the interface of medium of refractive index 1.5 and air from the medium, it will be totally reflected if the angle of incidence is greater sin^-1(1/1.5).
