Solution:

Relation between refractive index, relative permittivity and the relative permeability is given by

               n= \sqrt{\mu_r \epsilon_r}

Putting the value of all these

we get,

            n =\sqrt{2 \times 1.28}

           n = \sqrt{2.56} \\n = 1.6

Thus, Refractive index (n) of the medium is 1.6
