In impulse turbines, when friction is neglected, the relative velocity of steam at outlet tip of the blade is  the relative velocity of steam at inlet tip of the blade.

Hope this helps you...!!!

IMPULSE TURBINE

The relative velocity at outlet of impulse turbine compared to inlet relative velocity is same if friction is neglected.

DETAILED EXPLANATION ON IMPULSE TURBINE:

*An impulse turbine is made up of one or more fixed nozzles via which pressure is transferred to kinetic energy in the form of a liquid jet (usually water). The jet(s) collide with the turbine runner's moving plates, which absorb nearly all of the kinetic energy of the rushing water.

* High-head applications are best suited for impulse turbines. There is no change in pressure across the runner, according to one definition of an impulse turbine.

* In practice, the Pelton wheel  is the most popular impulse turbine. Its rotor is a circular disc with numerous buckets uniformly distributed around the circumference. Each bucket's splitter ridge separates the entering jet(s) into two equal pieces that flow around it.
