The rate of the water flow is 2 km/hour. We need to convert km/hour into m/minute.    The conversion factor is  1000 m / 60 min .to convert km / hr to m/min.
thus the rate of flowing is 2
× 1000/60 m /min
   = 2000/60
Thus the length of the water flow in the river is = 2000/60 m/min
If we consider the length of the river as 2000/60 m
then the vol of the river is  = L ×B × depth = 2000/60 × 40 ×3 m³
Thus, the volume of the water falling in the sea per minute is = 4000 m³
