During disasters, both government and associations play an essential part. There must be an administering specialist with forces to take immediate actions. So that is finished by the concerned govt. of state or center.

Government alone can't react as the reaction work requires various individuals. Here the associations come in picture. Associations, for the most part, have worked in more than one calamity though the govt. authorities might not have. So clearly associations have more involvement and learning in reacting to a disaster. Furthermore, as the name association recommends, they sort out individuals in a required way for better reaction procedures.

In this way, the government and associations are the partners of the framework which end up plainly inescapable during calamities.
