The roots of the aquatic plant hydrilla are poorly developed and lack xylem tissue. Which is an appropriate justification for this

because they are surrounded by plenty of water and can absorb water any time from their surface

"Hydrilla is an aquatic plant which has poorly developed roots because being an aquatic plant; hydrilla does not need to have well-developed roots to take in water as it is accessible and reading available.

This is the same reason why its xylem is absent because xylem is a conducting tissue which conducts water but the plant doesn't need it
