let the salary of Mr. Y be 100
so the salary of Mr. X will be 130
Y's salary is less than X by 30
we have to find that 30 is how much percent of 130
130×X/100=30
after solving we get 23.07%
Mr. Y's salary is less than Mr. X by 23.07%
