The ratio according to the question is :

Let x be the actual distance between towns,

 \frac{1}{25000000} = \frac{4}{x} \\ \\ x = 4 \times 25000000 \\ x = 100000000

I have taken ratio in fraction because ratio can be also be presented in the fractional form.

If 1cm on map equals to 25000000 km, then actual distance between towns is 100000000 km.

If 1cm on map equals to 25000000 m, then actual distance between towns is 100000000 m.
