If the ball is out of the D then the goalkeeper can only use his legs to defend but if the ball is inside D then he can use his hands.

This refers to game of field hockey. When the ball is outside the circle, a goalkeeper cannot defend the ball with his body but needs to use his hockey stick instead. He can only use his body to deflect the ball out when he's back into the circle.
