As the sex of the baby is determined by the father so the sperm of father is responsible for the sex of the baby....

Yes, it is true that sex of a child is truely a matter of a chance .

During gametogenesis. the child inherit a X chromosome from the mother as mother have two XX chromosomes.

So, to decide weather the child will be a girl or a boy it is totally depend on the chromosome the child inherit from the father.

Males have XY chromosome. If child inherit a X chromosome from both father and the mother then she will be a girl.

But, if a child inherit Xchromosome from mother and Y from father then he will be a boy.

Hence, we can say that sex determination is totally a matter of chance.
