yes in a federal country power is shared among different powers in sympathies poweriso into two tier and in also some countries it is 3into tiers in India the powers are will be three levels that are union government State Government and local government while in America there are only two types that are simply Union and State Government.the word power saying means to give some power also to state and local government there are also some Power which are only handled by union government and also some Power that are controlled by the state government defence is the best example of union government while the system of police control state government itself and also there are some field in which both Union and State Government work with each other like in education .the setting of power reduces the conflict between the local people as if a local person have problem then he can't go to our Prime Minister so it is easy to go to the local leader .
