a) that can be seen.(This building is visible)OR(This building can be seen)

You cant say "I can visible this".(I can see this)

Similarly, you also cant say:-

I have visibled this.(I have seen this)

Sight is a different story.It can be used differently to have either the same meaning or a different one. Such as:-

He paused at the sight of the peacock(You cant use visibility of the peacock because if you say that, you are just talking about how visible the peacock is such as half of it.

However, when you say The building that you live in is clearly out of sight. You could say visibilty because now you are talking about how visible the building is.
