Hi friend,
An electromagnet is a type of magnet in which the magnetic field is produced by the passage of electric current through a coil surrounding it.
So, as the definition suggests, the electromagnet forms a magnetic field around it when the electric bell is switched on and hence attracts the soft iron towards it which is a magnetic material.
Hope it helps!
