we know that speed=distance/time
a point at the equator has the larger distance to move in one revolution where as the point at arctic will have less distance to cover one solution.
Since the speed is directly proportion to distance keeping time constant
the point at equator covers greater distance with greater speed.

As we go from the equator of earth to its pole, i.e. the Arctic Circle, the speed of rotation decreases, this is because the distance from the axis of rotation is decreases.One can think practically, consider football as earth and rotate that around a fixed axis, one will find that the speed near the axis is lesser than that at the bulged part.
