Polynomial p(x) =  {x}^{2} - (sum \: of \: zeroes)x + (product \: of \: zeroes)

Here ,

sum = \frac{ - 1}{5} \\ \\ product \: = - 7

so the polynomial is

p(x) = {x}^{2} + \frac{1}{5} x - 7 \\ \: \: \: \: \: \: \: \: \: \: = \frac{5 {x}^{2} + x - 35}{5}
