Let Numerator=x
Let Denominator=y
Sum of Numerator and Denominator=2×numerator+4

x+y=2x+4
y=2x-x+4
y=x+4 (Equation 1)

Now if
Numerator increase by 3
Now Numerator=x+3

Now if
Denominator increase by 3
Now Denominator=y+3

Then Fraction will be=2:3=2/3

 \frac{x + 3}{y + 3}  =  \frac{2}{3}
Now y=x+4 put value .Now Fraction
 \frac{x + 3}{x + 4 + 3}  =  \frac{2}{3}  \\  =  \frac{x + 3}{x + 7}  =  \frac{2}{3}  \\  = 3(x + 3) = 2(x + 7) \\  = 3x + 9 = 2x + 14 \\ 3x - 2x = 14 - 9 \\ x = 5
Now We get x=5
And We know
y=x+4
y=5+4
y=9

Now Fraction=x/y
=5/9
