Second number = y

According to the problem given ,

x + y = ( 28/25 )x

x + y = ( 28/25 )× ( 4/4 ) x

x + y = 112x/100

y = ( 112x/100 ) - x

y = ( 112x - 100x )/100

y = 12x/100

y = ( 12/100 ) x

y = 12% of x

y = 12% of first number
