Let the number be x .

Then,

 \frac{ - 21}{5}  + x =  - 7

 =  > x =  - 7 +  \frac{21}{5}

 =  > x =  \frac{( - 7 \times 5) + 21}{5}

 =  > x =  \frac{ - 35 + 21}{5}

 =  > x =  \frac{ - 7}{5}

Answer: The other rational number is 7/5.
