Let the unknown rational number be x

 - 4 + x =  \frac{ - 14}{3}  \\  \\ x =  \frac{ - 14}{3}  + 4 \\  \\ x =  \frac{ - 14 + 12}{3}  \\  \\ x =  \frac{ - 2}{3}

So, \frac{-2}{3} is the another rational number

Verification :

 \frac{ - 2}{3}  - 4 =  \frac{ - 14}{3}  \\  \\   \implies  \frac{ - 2 - 12}{3}  =  \frac{ - 14}{3}  \\  \\   \implies \frac{ - 14}{3}  =  \frac{ - 14}{3}
