→ let the other number be 'x'

So, we got an equation to compute, i.e

 \frac{5}{7}  + x =  \frac{4}{21}  \\  \\ x =  \frac{4}{21}  -  \frac{5}{7}  \\  \\ x =  \frac{4 - 15}{21}  \\  \\ x =  \frac{ - 11}{21}

∴ The other number which when added with 5/7 gives the sum as 4/21 is

 \frac{ - 11}{21}
