The sun rises Tow Hours earlier in Arunachal Pradesh as compared to Gujarat in the west but the watches shows the same time. How does this happens?

So, both the states have 29 degree longitude difference in term of location. The time difference between each degree of longitude is 4 minutes and If we go eastward, the local time is advance by 4 minutes with each additional degree and vice versa. As, Arunachal Pradesh lies on eastern side, it will have an advance local time. So, Arunachal Pradesh is 2 hours ahead of Gujarat in term of local time.
