The sun rises two hours earlier in arunachal pradesh as compareed to gujarat in the west but the watches show the same time. How does this happen?

There are difference in latitudinal value between arunachal pradesh and gujarat.So due to these difference in meridian there is change in time also.but our watches is set as per Indian Standard Time -IST which is according to the latitude passing through allahabad.So it shows same time but there is difference in time.
