the sun rises two hours earlier in Arunachal Pradesh as compared to Gujarat in the West but the watches show the same time how does this happen ​

The time remains same in two places because of IST line

But in Arunachal Pradesh is at the east of India sun rises early

and in Gujarat is at the west of India so the sun rises lately
