Usually, simple past tense changes to past perfect tense. So if in direct speech the verb is in past tense we have to make it past perfect.
In the above question the Verb is in past continuous. Present continuous changes to past continuous ,but since in the question it is past continuous itself we don't have to change it . It will remain same.
