11:00 PM is the answer
it was so easy

Siddharthakumarpanda: your answer is not justified
SRodriguez9970: Then you try to justify it
Siddharthakumarpanda: as after 9 hours the temperature will be (-8) degree celcius and 9 hours after 12 noon is 9 pm
Siddharthakumarpanda: and 9 pm is not equal to eleven pm, there is a huge difference of 2 hours

we have temperature = 10°C
Now,
        rate of decreasing in the temperature = 2°C
Let,
      the time required to reach the temperature = x hours
So,
     -8 = 10 - 2x
    => (-8)  - 10 = 2x
    =>  (-18) = 2x
    => x = 9 hours
therefore at 9 pm, the temperature will be 8°C below zero.

NOTE THAT :- THERE IS A NEGATIVE SIGN IN THE (-18) = 2x,  AS THE TEMPERATURE IS LOWERED WITH AN INCREASE IN TIME.
