For the satellite to be in orbit, there is no net gravitational or centripetal force, or it would not remain in orbit.
So as there is effectively no force to cause a pendulum to oscillate, if it is moving at all, it will just continue to rotate in the same direction it was originally moving, and at the same rate.
It really can't even be called a pendulum, as it does not oscillate. And as there is (presumably) no friction to slow it down, it could continue to revolve infinitely.
