The top of a lightning conductor is always higher than the top of the building because it protect the building from lightning.The lightning first comes on sharp spikes of the lightning conductor not on the top of building that's why the lightning conductor is always higher than the top of building.

It is so because lightining conductor is a metal conductor. So, when lightining struck on it, It goes through the rod of the conductor to the ground. Hence, It doesn't affect building or damaged it from lightining. Thus, It are taller than building in order to attract the falling lightining...
