there is need to be atmost 2 electrons are present in first shell of an atom . and in second shell there are 8 electrons are needed to form stable octate. but oxygen only have 6 electrons in 2nd shell.so,oxygen needs 2 electrons to complete its octate. HENCE,THE VALENCY OF OXYGEN IS TWO

Valency is actually the number of electrons an element need to get rid of or attain to complete it's octet.

Octet is a condition in which the last shell of an element has 8 electrons. Elements want to attain their octet because it is much stable than the normal configuration (arrangement of electrons in shells). It is also called inert gas configuration when an element attains it's octet.

As Oxygen has total of 8 electrons, out of which 2 are in its 1st shell and 6 electrons in it's 2nd shell, it needs 2 more electrons to complete it's octet and attain inert gas configuration by having 8 electrons in it's last shell, it is said to have a valency of 2.
